Those 2 bars could be usable or unusable. Jumping quickly to those reviews would be very helpful (providing the reviewer expanded on their cell service rating in their review, which many do) in determining whether or not the site will work for your needs. (It should be noted that using the "Search Reviews" function, the term "Verizon" yields results, but the term "AT&T" does not even when "AT&T" appears in reviews.)
